Project name: Yerevan Metro Rehabilitation – Lot 3: Power Cable & Rectifiers Country: Armenia Business sector: Municipal and environmental infrastructure Project ID: 6284-IFT-39815 Funding source: EBRD Type of contract: Supply and Install Type of notice: Tender Notice Issue date: 18th January 2011 Closing date: 3rd March 2011 at 15:00, Yerevan time This Invitation for Tenders follows the General Procurement Notice for this project, which was published in Procurement Opportunities of the EBRD web site "GPN Yerevan Metro Rehabilitation Project - Procurement Ref. 6266-GPN-39815" first published in October 2009 and re-published on 9th December 2010. The Karen Demirchyan Yerevan Metro Company hereinafter referred to as the Employer, intends using part of the proceeds of a loan from the European Bank for Reconstruction and Development (the Bank) towards the cost of the Yerevan Metro Rehabilitation Project. The purpose of the Project is to address immediate rehabilitation needs and consists of the procurement of power cables and rectifiers with all associated components, amongst other goods and services. The Employer now invites sealed tenders from eligible Contractors for the following contract to be funded from part of the proceeds of the loan: design, manufacture, factory acceptance, supply, delivery, installation, commissioning and provision of associated services in respect of: Lot 3: 34.6 km of new 6 kV Power Cable & 17 no. new Rectifiers with all associated components, plus decommissioning and removal of 17 no. existing rectifiers and all associated components. (i) The Contractor shall undertake any necessary design for the new Cables, Rectifiers and associated components, to ensure that the Plant and Equipment are fit for purpose, including any manufacture and factory acceptance requirements. The Contractor will supply and deliver the Plant and Equipment to the Site. In accordance with the Employer's Health & Safety policies, the Contractor and its staff will be required to attend mandatory briefing sessions given by the Employer prior to entering and undertaking work within the metro tunnels and other parts of the Site. The Contractor will comply with all of the Employer's Health & Safety policies. The Contractor will undertake installation of the Plant and Equipment, in accordance with the instructions of, and under the supervision of the Employer. It is envisaged that much of the transportation and installation works within the metro tunnels will require to be implemented during "no train" periods, which generally commence at 23:30 hrs when power to the contact rail is turned off, and finish at 05:25 hrs when power to the contact rail is turned on. The Contractor will undertake testing and commissioning of the Plant and Equipment, however main operational works such as energising and de-energising of the power system will be the responsibility of the Employer. The hew 6 kV Power Cable shall be a three-core cable of nominal cross-sectional area 3 x 150 mm2, with Cross-Linked Polyethelene (XLPE)-insulation, armoured with steel tape, with a jacket made from polymer composition and fire resistant. The cable shall be delivered on drums which shall be suitably sized to allow safe access to and egress from the metro tunnels. Under transportation throughout the Site, and in particular within the metro tunnels, the drums and mode of transportation shall comply with the standard structure and loading gauge dimensions of the metro system. The cable shall be supplied with adequate quantities of all associated components/accessories to be used to join the power cables to each other and to connect the power cables to other equipment. The existing de-energised power cable shall remain in-situ. The new Rectifiers shall be: • 5 no. Rectifiers (Type 1) (Equivalent to Series UVKM-5M): > Nominal rectified current = 3700 A > Nominal rectified voltage = 825 V > Supply frequency = 50 Hz > Auxiliary line voltage = 220 V • 12 no. Rectifiers (Type 2) (Equivalent to Series UVKM-6): > Nominal rectified current = 1600 A > Nominal rectified voltage = 825 V > Supply frequency = 50 Hz > Auxiliary line voltage = 220 V The Contractor shall decommission and remove all 17 no. existing rectifiers and associated components in accordance with the instructions of, and under the supervision of the Employer. The Contractor shall store the old rectifiers in a safe and secure area within the substation space; however the final positions are to be advised by the Employer. To assist with the transportation of the new and old Plant & Equipment, the Employer shall make its 2 no. track-mounted maintenance vehicles, including operators, available for hire to the Contractor, during no-train periods only. (ii) To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: (a) In the case of a tenderer offering to supply Plant and Equipment under the Contract which the tenderer does not manufacture or otherwise produce, the tenderer has been duly authorised by the Plant and Equipment's manufacturer or producer to supply the Plant and Equipment in the Employer's country. The tenderer is to provide a Manufacturer's Authorisation Form (Volume I. v) for the Plant and Equipment and all major bought-in components thereof; (b) The tenderer, including manufacturers of the Plant and Equipment and suppliers of the services, as appropriate, has the financial, technical and production capability and capacity necessary to perform the Contract. The tenderer shall provide documentary evidence that it meets the following minimum qualifying criteria; i) Qualification of the Tenderer - General Experience Average annual turnover as prime Contractor for the Supply & Installation of New Power Cables and Rectifiers (defined as billing for contracts in progress and completed) over the last 3 years (07/08, 08/09, 09/10) of Euro 6.5 million equivalent (each year); ii) Qualification of the Tenderer - Specific Experience Tenderers must demonstrate that they have successful experience as a prime Contractor in the design, manufacture, factory acceptance, supply, delivery, installation and commissioning of similar quantities of Plant and Equipment required by the Employer under at least 5 No. separate contracts concluded after 2005. In this respect the tenderer must provide the following information:- (i) Name and location of clients (ii) Date of delivery (iii) Type of Equipment (iv) Overall Value of contracts iii) Qualification of the Tenderer - Tenderers' Staff Tenderers must demonstrate that the staff used for engineering support, installation and technical supervision during the duration of the contract will be suitably qualified. In this respect tenderers must provide the following information:- (i) Proposed Staff (ii) Name (iii) Proposed position (iv) Relevant experience and qualifications (v) Language capabilities The Contractor's Construction Manager must be able to communicate and work in the Armenian or Russian languages, and the English language (English being the language of the contract). In addition, the Contractor is required to provide an appropriate number of qualified Supervisory staff who are able to communicate in the Armenian or Russian languages as direct counterparts to the Employer's Supervisory staff at all times of work. In the event that the Contractor's nominated personnel are not able to work in the Armenian or Russian languages, the Contractor shall provide an appropriate number of interpreters/ translators to be available on site at all times of work to ensure the proper transmission of instructions and information, and to ensure that the Employer's Health & Safety procedures are implemented. (iv) Qualification of the Tenderer - Quality Assurance The tenderer and its manufacturing plants shall be accredited to the International Quality Standard ISO 9001-2000, or substantial equivalent, and shall provide a current accreditation certificate. If the tenderer provides an equivalent quality assurance standard to ISO 9001-2000, the tenderer must also provide confirmation by the corresponding national body for standards and certification of its substantial equivalence to International Quality Standard ISO 9001-2000. (v) Qualification of the Tenderer - Financial Position The tenderer shall demonstrate that it has access to or has available liquid assets, unencumbered real assets, lines of credit and other financial means, sufficient to meet the cash flow for a period of six months estimated as not less than Euro 2,000,000 (two million) equivalent, taking into account the tenderer's commitments to other contracts. The audited balance sheets for the last three years (2007, 2008, 2009) shall be submitted and must demonstrate the soundness of the tenderer's financial position, showing long-term profitability. Where necessary, the Employer will make inquiries with the tenderer's bankers. (vi) Qualification of the Tenderer - Litigation History The tenderer shall provide accurate information on any current or past litigation or arbitration resulting from contracts completed or under execution by him over the last three years (2008, 2009, 2010). A consistent history of awards against the tenderer or any partner of a joint venture may result in failure of the application. (c) The tenderer or its agent will be able to carry out the Contractor's maintenance, repair and spare parts stocking obligations prescribed in these tender documents. The tenderer shall give details of local agent or state how these obligations will be met in the event of a contract. Tendering for contracts to be financed with the proceeds of a loan from the Bank is open to firms from all countries. The proceeds of the Bank's loan will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. Tender documents may be obtained from the address below upon payment of a non-refundable fee of Euro 300.00 (Three Hundred) or AMD (Armenian Dram) equivalent, or the equivalent amount in any freely convertible currency. Currency exchange rates shall be in accordance with rates set by the Central Bank of Armenia on the date of payment. Payment shall be made by bank transfer and documents shall be released upon provision by the tenderer of a receipt showing funds were transmitted to the following accounts, or upon confirmation from Employer's bank that funds have been received. In the event of any discrepancy between hard and electronic copies of the tender documents, the hard copy will prevail. Site visits will be arranged on Wednesday 26th and Thursday 27th January 2011. Due to the specific nature of the installation works and the working environment, attendance at the site visits is considered as mandatory. Tenderers should be prepared to visit the site during no-train periods i.e. approximately between 00:00 hrs and 04:30 hrs (in the morning). Visas can be purchased at the airport. Those wishing to attend do so at their own expense. All tenders must be accompanied by a Tender Security to Yerevan Metro Company of Euro 130,000 (One Hundred Thirty Thousand) or its equivalent in a convertible currency, in the form of a Bank Guarantee as included in Volume I .iv of the tender documents. Tenders must be delivered to the office at the address below on or before 15:00 hrs (Yerevan time) on Thursday 3rd March 2011. The tenders will be opened at 16:00 hrs (Yerevan time) on Thursday 3rd March 2011, Yerevan time in the presence of those tenderers' representatives who choose to attend.
