The Northern Dimension Environmental Partnership (NDEP) Support Fund, administered by the European Bank for Reconstruction and Development (EBRD), was established in 2002 with the objective of delivering environmental improvements and reduction of risks associated with the nuclear legacy in North-West Russia.

The Federal Medical-Biological Agency (FMBA) is the Recipient of the Grant under the framework of Grant Implementing Agreement No 010 signed with the EBRD to fund the implementation of the Project for the provision of technical support to the Russian regulatory authorities: FMBA, Rosprirodnadzor and Rostekhnadzor in order to facilitate regulatory supervision process over the Lepse decommissioning activities and consequently contribute to the efficient and safe implementation of the Lepse Decommissioning Project. A number of Lepse specific issues important to safety have no directly applicable regulations and requirements under Russian and international legislation, such as handling of damaged fuel assemblies, dismantlement of nuclear service ships, preparation of large-scale packages containing SNF and RW storage compartments of the Lepse ship for long-term storage, handling of high level LRW located in the ship systems, etc. Therefore, assistance to the regulators is needed to address properly these unique safety related issues.

Tendering for the above activities is expected to commence in the beginning of 2012. The estimated cost of the Project is approximately Euro 1.5 million.

The proceeds of the EBRD's grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations or under a law of official regulation of the Purchaser's country.

The tendering process will be subject to the EBRD's Procurement Policies and Rules. Procurement shall be limited to goods and services produced or supplied from the Countries of Contributors to the NDEP Support Fund or the EBRD's Countries of Operation.
